Biography
Born on 5 April 1955 in Akkurgan district, Tashkent region. He graduated from the Tashkent Higher Combined-Arms Command School in 1976 and from the M. V. Frunze Military Academy in 1988.
From 1976 to 1998 he held command and staff posts in the armed forces of the USSR and Uzbekistan. In 1998–2000 he was deputy chief of the General Staff of the Armed Forces of Uzbekistan, and in 2000–2003 deputy chief of the Joint Staff. In 2003–2006 he headed the Tashkent Higher Combined-Arms Command School.
In 2006–2008 he was Minister for Emergency Situations. From 17 September 2008 to 4 September 2017 he was Minister of Defence of the Republic of Uzbekistan. He then headed the Academy of the Armed Forces of Uzbekistan (2017–2018) and the Emergency Situations Academy (2018–2023).
His military rank is colonel general (2014).
