Biography
Saida Shavkatovna Mirziyoyeva was born on 4 November 1984. She is the eldest daughter of Shavkat Mirziyoyev, who has led Uzbekistan since 2016, and Ziroat Mirziyoyeva. She graduated from the University of World Economy and Diplomacy in Tashkent in 2006 with a bachelor’s degree in international law, took a master’s degree in law at the Tashkent State Law Institute in 2008, and in 2010 a master’s degree in economics at Lomonosov Moscow State University. In 2021 she defended a candidate’s dissertation in economics on the methodology of regional socio-economic development strategies, using Uzbekistan as the case.
Mirziyoyeva has been in public service since April 2019, when she became one of the deputy directors of the Agency for Information and Mass Communications under the Presidential Administration, the body that handled the state’s information policy. In January 2020 she left the agency for the Public Foundation for Support and Development of National Mass Media, where she was deputy chair of the board of trustees.
In November 2022 she was appointed head of the communications and information policy sector in the executive office of the Presidential Administration. In August 2023 the post of head of the administration was abolished and advisers and assistants began to report directly to the head of state; she took the post of assistant to the President (called first assistant in some outlets).
On 23 June 2025 a presidential decree re-established the post of Head of the Presidential Administration and appointed Mirziyoyeva to it. The Constitutional Law “On the Administration of the President”, signed on 14 August 2026, set out the status of the body; under it the head of the Administration is deputy chair of the Security Council and organises the work of its members. On 10 September 2026 Mirziyoyeva, who kept her main post, was appointed managing director of the Tashkent International Financial Centre.
In international contacts she represents Uzbekistan at meetings with heads of state, leaders of international organisations and foreign delegations. In October 2025, at the opening of the Uzbek Studies programme at the University of Oxford, she was presented with an award of the university for widening women’s access to education and supporting criminal liability for domestic violence.
Mirziyoyeva is married to Oybek Tursunov.
