Biography
Shakhnoza Shavkatovna Mirziyoyeva was born on 8 August 1986 in Tashkent, to Shavkat Mirziyoyev, now President of Uzbekistan, and Ziroat Mirziyoyeva. She is the younger of the president’s two daughters. Media reports say she holds a Candidate of Pedagogical Sciences degree and two master’s degrees, in law and in world economy.
She began her public service in preschool education. When the Ministry of Preschool Education was created at the end of 2017, she became deputy head of the department that oversaw the work of preschool organizations. From 1 August 2019 she headed the Main Department for Policy Formation and Implementation in preschool education.
She also pursued research: in June 2022 she defended a candidate’s dissertation at the Herzen State Pedagogical University of Russia on developing the innovative competence of heads of preschool organizations in Uzbekistan. The work reportedly took about four years. She later received a master’s diploma from that university’s branch in Uzbekistan.
In 2023 she moved to the National Agency for Social Protection under the President of Uzbekistan, where she is First Deputy Director. In October 2023, at a discussion of a draft law on protecting children from violence prepared with the Ministry of Justice and UNICEF, she set out the agency’s priorities in that area.
On 14 August 2024 she was elected First Deputy Chair of the National Paralympic Committee of Uzbekistan, and on 29 July 2025 she joined the Bureau of World Aquatics at its congress in Singapore. In March 2026 the International Paralympic Committee gave her an International Women’s Day Recognition Award in the Emerging Leadership category for work expanding access to sport for women and girls with disabilities. Her posts are confirmed by official announcements as of March 2026.
