Biography
Ulugbek Mustafoyev was born on 14 August 1968 in Jizzakh region. In 1991 he graduated from the Tashkent Institute of National Economy with a specialisation in finance and credit.
In 1992–2003 he worked at the Jizzakh branch of Sanoatqurilishbank, and in 2003–2010 at the Central Bank in various posts. In 2010–2016 he was First Deputy Chairman of the Central Bank.
In 2016–2017 he was First Deputy Hokim of Jizzakh region. In June 2017 he was appointed chairman of the board of Uzbekenergo. After the company was reorganised in March 2019, he led Regional Electric Networks JSC.
From 19 December 2024 he acted as hokim of Jizzakh region by presidential decree, succeeding Ergash Saliev. On 2 December 2025 the regional council of people's deputies confirmed him in the post.
